Planning for an ageing population

This report attempts to assess the implications of the ageing population in the field of town planning,
especially the statutory land use planning system in the UK. It is based on deliberations of a Working Group established by the Royal Town Planning Institute at the beginning of 2002. The formal terms of reference for this Working Group, and its membership, are detailed in Appendix 1.

The report builds on various broader assessments of the ageing population conducted in recent years. These assessments, some of which are described later in this chapter, have flagged up trends, issues and possibilities rather than prescriptions. They set the context within which specific institutional responses are required. Town planning is essentially concerned with the long term.
