Using the context of the Bronx bus service the article highlights the value of consultation and involvement of customers or citizens. It describes the methods used by the Metropolitan Transportation Authority and the Department of Transportation to establish where people travelled to and from, to rank their priorities and what they would like to see improved. Importantly, they asked about what people would be willing to trade off to get their priorities.
