The report is the fifth in the HAPPI series and is the work of the “All-Party Parliamentary Group on Housing.”

The report assessed the growing need for rental housing for an ageing population in a market dominated by owner-occupation. In their words they investigated:

  • How many homes for rent the nation should build to meet the needs of its ageing population.
  • Who should build those homes.
  • The barriers to the supply of affordable and secure rental housing.
  • The design, care and provision characteristics that these homes should include.
